Thomas Jefferson drafted the statement , submitted drafts to Adams and Franklin who made some changes, and then presented the draft to the Congress. In the afternoon of July 4th, the Declaration was adopted.

Although not written by him, the act was signed by U.S. President Abraham Lincoln on April 16, 1862. April 16 is now celebrated in the city as Emancipation Day.
